The West Meadow Metropolitan District is a Title 32 Special District that has been established for the purpose of financing and installing street, water, sanitation, traffic and safety controls, improvements and services of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the First Amended and Restated Consolidated Service Plan for the West Mountain Metropolitan District (“WMMD”), the West Meadow Metropolitan District and the Byers View Metropolitan District (“BVMD”), approved by the Town of Fraser on April 14, 2005, as it may be further amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the Town of Fraser, Grand County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the Town of Fraser or Grand County does not provide.

The maximum amount of Bonds that the District may issue, when combined with the Bonds issued by WMMD and BVMD cannot exceed $99,000,000. Bonds may be payable from any and all legally available revenues of the District, including general ad valorem property taxes, fees, rates, tolls, penalties, or charges as provided in the Service Plan and Section 32-1-1001(1), C.R.S.

Pursuant to the Service Plan the District may not impose a debt mill levy for payment of its Bonds of 50 mills to repay such Bonds greater than 50 mills.

The District must file an Annual Report to the Town of Fraser and Grand County Clerk and Recorder, the Division of Local Government and the State Auditor.

The District boundaries overlap with the boundaries of the following entities: CO River Water Conservation District, East Grand Fire District, Est Grand School District, Town of Fraser, Fraser Valley Metropolitan Recreation District, Grand County, Middle Park Water Conservancy and Grand County Library District.
