2025 ANNUAL REPORT
WEST MEADOW METROPOLITAN DISTRICT

As required by Section 32-1-207(3)(c), C.R.S. and Section 6 of the Intergovernmental Agreement Among Town of Fraser (the “Town”), Byers View Metropolitan District, West Mountain Metropolitan District, and West Meadow Metropolitan District, the following report of the activities of West Meadow Metropolitan District (the “District”) from January 1, 2025 to December 31, 2025 is hereby submitted.

A.                Narrative summarizing the District’s efforts toward meeting their goals, objectives, and schedules:

The developer continued construction of infrastructure for public purposes and within the powers of the Districts as described in the Consolidated Service Plan for the West Mountain Metropolitan District, West Meadow Metropolitan District, and Byers View Metropolitan District, which was approved by the Town on August 4, 2004 (the “Service Plan”) and the First Amended and Restated Consolidated Service Plan for the West Mountain Metropolitan District, West Meadow Metropolitan District, and Byers View Metropolitan District, as approved by the Town on April 14, 2005 (the “First Amended Service Plan”) that govern the Districts.

B.                 Boundary changes made:

No boundary changes were made in 2025.

C.                Intergovernmental Agreements entered into or terminated:

The District did not enter into, propose or terminate any Intergovernmental Agreements in 2025.

D.                Material changes or proposed changes in the District’s operations:

There were no material or proposed changes to the District’s operations in 2025.

E.                 Any material changes in the financial status of the District including revenue projections or operating costs:  

There were no material changes in the financial status of the District including revenue projections or operating costs in 2025.

F.                 Summary of litigation involving the District’s public improvements:

To our knowledge, there has been no litigation involving any of the public improvements of the District.

G.                A summary of the capital facilities constructed by the District during the past year:

The District did not construct any public improvements in 2025.

H.                A summary of residential and commercial development with the District during the past year:

The District did not construct any public improvements in 2025.

I.                   The District schedule of rates, fees, tolls, charges, and penalties:

The District did not adopt any schedules of rates, fees, tolls, charges or penalties as of December 31, 2025. J.                  Certification by the Board of Directors that there have been no actions taken by the District that would constitute a material modification of the Service Plan during the past year:

The Certification of the Board of Directors has been executed and is available upon request. 

K.                Proposed capital facility plans for the year immediately following the year summarized in the annual report:

The District does not have any capital facility plans for 2026.

L.                 Final assessed valuation of the District for the reporting year:

N.                Audited financial statements for the reporting year (or application for exemption from audit):

The District’s 2025 Audit is still in progress. A copy of the 2025 Audit will be provided upon completion.

O.                Access information to obtain a copy of rules and regulations adopted:

The District did not adopt any rules or regulations as of December 31, 2025. P.                 A summary of financial obligations, including total debt authorized and total debt issued:

The District has issued Limited Tax General Obligation Senior Bonds, Series 2023A in the aggregate principal amount of $18,985,000 and Limited Tax General Obligation Subordinate Bonds, Series 2023B in the principal amount of $4,600,000.

R.                A listing of any developer repayments:

With the issuance of the Series 2023 bonds, $15,530,530.59 of developer notes were paid off.

S.                  An explanation of any increase or decrease in the debt service mill levy reflective of a change in the method of calculating assessed valuation, as provided in the Service Plan:

There was no increase or decrease in the District’s debt service mill levy in 2025. The District had a debt service mill levy of 50.000 mills in 2025 and 2026.

T.                 Status of the District’s construction of public improvements:

The District did not construct any public improvements in 2025.

U.                Conveyances or dedications of facilities or improvements, constructed by the District, to the Town:

There were no facilities and/or improvements constructed by the District and conveyed or dedicated to the Town in 2025.

V.                Notice of any uncured events of default by the District, which continue beyond a ninety (90) day period, under any debt instrument:

To our knowledge, there are no uncured events of default by the District which continue beyond a ninety (90) day period.

W.              Any inability of the District to pay its obligations as they come due, in accordance with the terms of such obligations, which continues beyond a ninety (90) day period:

To our knowledge, the District has been able to pay its obligations as they come due.
